## Device Story

Flow Water-Based Personal Lubricant is a clear, aqueous gel applied topically to penile and/or vaginal surfaces. It functions by forming a thin film to reduce friction, enhance comfort, and supplement natural lubrication during intimate sexual activity. The device is intended for over-the-counter use by consumers. It is not a contraceptive or spermicide. The product is formulated with purified water, humectants, plant-derived extracts, and stabilizing agents. It is compatible with natural rubber latex and polyisoprene condoms, but incompatible with polyurethane condoms. Clinical benefit is derived from improved comfort during sexual activity.

## Clinical Evidence

No clinical data. Evidence consists of bench testing: biocompatibility (cytotoxicity, sensitization, vaginal irritation, acute systemic toxicity per ISO 10993), condom compatibility (ASTM D7661-23), and stability testing (real-time and accelerated) confirming shelf-life and adherence to physical/microbial specifications.

## Technological Characteristics

Aqueous gel; pH 4.5–5.0; viscosity 3,000–5,000 cps; osmolality 720–904 mOsm/kg. Ingredients: water, aloe barbadensis leaf juice, propanediol, sodium hyaluronate, gluconolactone, plant extracts, xanthan gum, hydroxyethylcellulose, sodium benzoate, potassium sorbate, citric acid. Tested per USP <51> (antimicrobial effectiveness), USP <61>/<1111> (microbial limits). Biocompatibility per ISO 10993-1. Condom compatibility per ASTM D7661-23.

## Regulatory Identification

A condom is a sheath which completely covers the penis with a closely fitting membrane. The condom is used for contraceptive and for prophylactic purposes (preventing transmission of sexually transmitted infections). The device may also be used to collect semen to aid in the diagnosis of infertility.

## Special Controls

*Classification.* (1) Class II (special controls) for condoms made of materials other than natural rubber latex, including natural membrane (skin) or synthetic.(2) Class II (special controls) for natural rubber latex condoms. We have reviewed your section 510(k) premarket notification of intent to market the device referenced above and have determined the device is substantially equivalent (for the indications for use stated in the enclosure) to legally marketed predicate devices marketed in interstate commerce prior to May 28, 1976, the enactment date of the Medical Device Amendments, or to devices that have been reclassified in accordance with the provisions of the Federal Food, Drug, and Cosmetic Act (the Act) that do not require approval of a premarket approval application (PMA). You may, therefore, market the device, subject to the general controls provisions of the Act. Although this letter refers to your product as a device, please be aware that some cleared products may instead be combination products. The subject device and predicate device have the same indications for use statements and intended use - to enhance the ease and comfort of intimate sexual activity and supplement the body's natural lubrication. As shown in the table above, there are differences in formulation, osmolality, microbial specifications, and condom compatibility. These differences in technological characteristics do not raise different questions of safety and effectiveness.

### 9. Summary of Non-Clinical Performance Testing

#### Biocompatibility

Biocompatibility studies were performed in accordance with the 2023 FDA Guidance Document, Use of International Standard ISO 10993-1, "Biological Evaluation of Medical Devices-Part 1: Evaluation and testing within a risk management process."

The following testing was conducted:

c. Vaginal Irritation (ISO 10993-23:2021)
d. Acute Systemic Toxicity (ISO 10993-11:2017)

The test results demonstrate that the subject device is non-cytotoxic, non-sensitizing, non-irritating, and non-systemically toxic.

**Condom Compatibility:**

The subject device was tested for compatibility with natural rubber latex, polyisoprene, and polyurethane condoms using ASTM D7661-23, *Standard Test Method for Determining Compatibility of Personal Lubricants with Natural Rubber Latex Condoms*. The results show that Flow Water-Based Personal Lubricant is compatible with natural rubber latex and polyisoprene male condoms and is not compatible with lubricated polyurethane male condoms.

**Shelf Life:**

The subject device has a shelf-life of 6 months based on the results of real-time and accelerated stability testing. The shelf-life study evaluated all device specifications listed in Table 1 and met all device specifications throughout the stated shelf-life.

**10. Conclusions**

The results of the performance testing described above demonstrate that the Flow Water-Based Personal Lubricant is as safe and effective as the predicate device and supports a determination of substantial equivalence.
